I believe the preliminary conference regarding this vote is today. We'll probably know more about the likelihood of it passing very soon. I expect it to be voted on and pass. If it doesn't there's going to be a ton of lawsuits against the NCAA.Brent Wyrick

Mark Emmert on NCAA call: "As the legal and legislative landscape around college sports continues to evolve, we also see the challenges that are around us to positively affect change. ... It’s clear we need Congress’ help in all of this.Brent Wyrick

Here's the whole readout:
At its meeting this week, the Board of Governors supported rule changes to allow student-athletes to receive compensation for third-party endorsements both related to and separate from athletics. It also supports compensation for other student-athlete opportunities, such as social media, businesses they have started and personal appearances within the guiding principles originally outlined by the board in October.Brent Wyrick

Per CBS, there will not be a cap on player endorsements, though boosters are not allowed to pay for a player to endorse their product. This one will get tricky as corporations are sometimes boosters and sometimes it is company officers.
Once new rules are adopted, athletes will be able to earn money from endorsements for the first time
